Where is filter – pixelate – mezzotint?
A lot of tutorials use "filter – pixelate – mezzotint".
Where is it in the latest version of GIMP?

Best if you give a reference to the tutorial but AFAIK pixelate-mezzotint is a PS plugin not Gimp. If it is that one then IMHO it is neither pixelation nor a mezzotint but I suppose Adobe has to call it something.

If that is the one, then it is basically noise, how close the match depends on how much you are willing to put into your work.
Filters -> Noise -> Hurl and a lowish randomisation setting is close.
A slightly better one comes with the gmic plugin, get it here http://gmic.sourceforge.net/ The example in the screenshot is in degradations -> additive noise, then play around with the settings.

Oh, I'm sorry, I thought it was a GIMP tutorial for some reason.
How would you do number 2. in GIMP?

The problem is Gimp is not photoshop and the workflow is different / impossible.

At the moment I can't really come up with a pixelate-mezzotint replacement with those particular settings.

But maybe you can come up with your own individual design rather than a copy of someone else's.

My thoughts on the process as a video, about 7 minutes. I did have to use a gmic filter so it is not all standard Gimp.

Works decently well using solid noise after making it uniformly spread over all values (by default it the midtones are more frequent).

The first step is obviously Filters - Render - Clouds - Solid Noise. Then I adjusted the curve so that there are some blobs of black and white (I think I might have overdone it). Then I did Color to Alpha and merged down to white layer with Dissolve mode. Then I used Filters - Noise - Slur to get something that looks like Step 2 in the original tutorial. Then I basically just followed the tutorial using GIMP analogs of those Photoshop functions.
