What is this called?
Back in highschool i took a digital image class, I recall doing a project in which we took a picture, and had to trace it in adobe illistrator by making idevidual shapes. when we were finished we could make the image any size without it being pixilated (even billboard size) what is this format called, can you do it on gimp, and what tool do you use?

This is called "vector graphics". For pure vector graphics, better use Gimp's InkScape cousin.
But if you need to mix image and bitmap graphics, there is a vector graphics tool (Path) in Gimp.
