Sad User Installation Failed!
So I'm on a computer at my school on which I do not have admin permissions, which the "Mentor3" account folder requires. Here's the error I got on startup.

It appears that you are using GIMP for the first time. GIMP will now create a folder named 'C:\Users\Mentor3\.gimp-2.8' and copy some files to it.

Creating folder 'C:\Users\Mentor3\.gimp-2.8'...
Copying file 'C:\Users\Mentor3\.gimp-2.8\gtkrc' from 'C:\Program Files\GIMP 2\etc\gimp\2.0\gtkrc'...
Could not open 'C:\Users\Mentor3\.gimp-2.8\gtkrc' for writing: Permission denied

I got a staff member to open Gimp as an admin, and I set all the folder options to accessable, non-Mentor/admin folders. The next time I opened Gimp as a normal user, I got the same error.

RE: User Installation Failed!
Should I post this on a different board? It may not be considered so much a beginner's question as an installation question.

RE: User Installation Failed!
You might get an answer here, if there is anyone around with network management experience. Just leave the question as-is, might get an answer.

As you say, the question is more about the Windows OS and networks than about Gimp installations. I would spread your options, Try other Gimp groups, Maybe GimpTalk and GimpUsers.

Are there any local PC user groups that you can contact? Best source will still be your school admin.

Just a question, Do you log as Mentor3 ? or as Guest?

RE: User Installation Failed!
Thanks ofnuts! Seems like that's the right track. Not quite sure exactly what I need to do though. I want gimp to install to a student folder. Something like "C:\Users\student3\Application Data\.gimp-2.8\"

RE: User Installation Failed!
school networks are really tight on there security because they are vulnerable to LAN virus'es, my school was no exception.

If you just want to install it in a student folder, it might be less of a headache to just extract the portable gimp version into that folder.

With the portable version (from portableapps) you only need minimal user-permissions if any. Plus you don't need to install anything because gimp is temporarily loaded into the /temp/ folder.
So try that. they have the latest 2.8.8 version:

At my school the desktop is cloud based in one of the labs so when the computer restarts, anything that's on the desktop is wiped (virus-clean ^_^ ) but you also lose important files ><

(I'm currently using gimp 2.8.6 but I will test the portable 2.8.8 soon which should work on win8)

RE: User Installation Failed!
does gimp portable include everything that gimp does? Just packaged differently?

RE: User Installation Failed!
So I don't need the account to be roaming, but I do appreciate both of your help. Gimp portable is cutting it for now, I basically have a computer reserved for me at school. Is it lacking any features I should know about?

Nope, it has all gimp default filters and tools. If you don't need to install any plugins or scripts then you should be ok (even those might work too)

Only difference I think is for the roaming that ofnuts was stating above. Have fun! ^^
