Undo History - how does it work?

Undo History - how does it work?
I've just manipulated a photo with maybe 50 operations, mostly clone. Right in the middle of the series I made a mistake, so I want to delete operation #26 (or whatever) - remove that action - without affecting the steps that came before or after. I understand that the Undo History pane is what that's for. But all I can see how to do is find the evil Operation #26 and hit the "Undo the Last Operation" button. This does exactly what I want on the image preview, but the instant I click anywhere else in the list it pops right back. Surely the whole point is that I should be able to delete just that step?
