underwater scene help

underwater scene help
I wanna make an underwater scene with this BG

   

and make this character in the water

   

but make it not look like the character is on top of the underwater scene, I wanna make the character look like he's in the water not on top of an underwater picture... how do I do that??? step by step detailed instructions please because I want to do this with other characters as well...

I didn't think it was all that good.

Add the character to the scene on its own layer, scale and adjust color and brightness. Add a layer drop shadow. Flatten.

what is the typical color and brightness setting needed for this???
