Toolbox window position not being properly restored on launch

Toolbox window position not being properly restored on launch
On Windows 7 Home Premium x64, GIMP does not properly restore the position of the Toolbox window with "Save window positions on exit" checked in Preferences > Window Management. The Toolbox window does retain its size, but is placed in a seemingly random place in the top-left area of the screen every time GIMP is launched. Other windows retain their size and shape perfectly. I've searched for a solution to this problem but couldn't find one. Any help with this would be greatly appreciated. Thanks.

The Toolbox seems to be where I want it to be, at (0,0). It appears that maybe the problem is unfortunately with Windows and not GIMP.
