I have a picture to which I have added a text and saved it.

I have now gone back to that picture and want add a further text.

I am unable to do so because, when I click on text I end up on the original text.

Perhaps someone could tell me what I am doing wrong.

RE: Text
Guessing that you have done the correct thing and saved your image as a Gimp .xcf file. If not, tell us what you have done to save/export your image.

Some multi-screenshots so they are not going inline.

Top image you can see the extents of the text layer by the yellow dotted outline. Click in there with the text tool and as you found it takes you to that layer.
What you can do, (middle image) is change the text box type from fixed to dynamic and that will shrink the text box to around the text (bottom image). This might allow you to enter the new text under the existing.

Even that might not be enough.
Worst case in the top image you can enter text somewhere on the canvas, even off the canvas (middle image) although the text will be temporarily invisible. All you need to do then is move the new text into position. Does not matter if this layer is sitting on top of the first text layer.
