Stubborn specks

Stubborn specks
I opened a drawing on graph paper and was able to easily remove the blue lines. But there were a lot of black specks from scanning. I painted over them, but when I removed my finger from the mouse, they were back. Tried a lot of tools, including the clone tool, and all failed in the same way. Obviously I'm doing something wrong.

Hi quailrancher,

Without actually seeing a sample of the image (a section unzoomed) or the image I can't apply a specific technique(intensity of a filter)

First, make sure you "Edit > Select none" eliminating any active selection.

For the specks, you can try "Filters > Blurs > Selective Gaussian blur..."

"Selective blur; customizing filter"
-first, put the blur radius to 0.0
-drag the max delta all the way to the right
- Then in small increments, increase the "blur radius" until it makes the whole preview blurry.
-Last, bring down the "max delta" until only most of the specks are blurred out.

*This filter was intended to smooth out low light noise, but can work on scale lines & in some cases, text.
