I don't know where the profile is in W8, but it's very likely somewhere under C::\users\your_id and the file explorer can search files by name (look for "sessionrc").

If Gimp has never run that directory may not be created yet...

It has never ran at all so what do I do now?

I can only open it to where it starts loading up the software with the screen that says "GIMP"

Also Check the gimp exe on the main folder of gimp, run that.
Another user had said it only hanged when he ran gimp from the shortcut.

Are you using W8 RT operating system(surface)?

I read that it's the mobile surface version of w8(RT) and it's not compatible with gimp due to lack of intel-architecture.

Anymousenote,

Go into your System32 folder and look to see if you have the intl.dll file

If you do have that file, then look over this thread and do ofnuts "verbose" tip, & post the resulting text dump here.
