Sizing photo to layer

Sizing photo to layer
I have a photo, 2400h, 1600w pixels. When I bring it in to Gimp, Gimp allocates a layer with those dimensions, but the picture is put into that layer at a much reduced size with a lot of white margin surrounding it. Is there a resolution or option to this?
Cropping is not an option, since doing so leaves me with a picture of inadequate density (to be used as ebook cover).
