RE: scrolling up
Usually a function of the operating system, my crystal ball is in for servicing, so what OS are you using?
and
Do you mean, scrolling with the mouse scroll wheel?
Does the scroll bar work, can you click on it and drag up and down?

RE: scrolling up
By default at least with my gimp, the scroll wheel doesn't do anything.
*But it will scroll menus in preferences & Gimp file manager.

To move around on the canvas (pan) (if in windows) hold spacebar and left-click.

OR

You can try reprogramming or checking the scroll button in Gimp settings

1. (In Gimp) Edit > Preferences > Input Devices >_ Input Controllers
You should now see on the left side "Additional Input Controllers"
2. Click under "Active Controllers" column "Main Mouse Wheel."
- If its not there, add it from the "Available Controllers" column

3. After thats selected click "configure the selected controller"

You are now in the "Configure Input Controller" window
4. Then click on the function "Scroll up" on the list first
5. Click Edit

This brings up the "Select Controller Event Action"
6. Type "view" in the search box (see "pic B")
7. Find "Scroll up_____view-scroll-up" action on the view list.
-Try that or "scroll to top border___"
.
.
PIC B

8. Click Ok, then you will be back at the "Configure Input Controller" window for "Main Mouse Wheel"
Continue steps 4 to 7, except click on "Scroll down" function and the appropiate "down" action
