Scaling an image (very basic!)

Scaling an image (very basic!)
I've imported an image into gimp, I then have imported another image using File open as layers.

Once this second image is imported it's obviously far too large, I want it to easily sit within the first image.

However when I right click > image > scale image it alter's both of them at once.

It does this whether I have both images showing or not. Not sure what the issue is but I'm sure it's something fairly basic!

Image > scale image will scale the whole image (ie both layers).
Layer > scale layer will scale just the active layer.
