Rich2005, this Pokémon's attack tiled
this one may be difficult or mediocre... I just need the blue fire attack coming from this Pokémon's mouth made tileable... I wanna make some Pokémon attacking pictures with this same type of fire.. how hard will that be??? can you do this?

you're explanations on why of how difficult is pretty interesting so do elaborate on its difficulty

Neither - not possible
That example as far as I know is not tilable. Remember - edges have to match and then there is scaling.

I was already working on some animated flame brushes, thought that might work, but alas not.

So I think you will have to draw these from scratch.

Something like this is not too difficult, it is an often used Gimp technique for neon, lightning, plasma etc.

Here is a demo video. http://www.youtube.com/watch?v=2Yd_NJeLwKM&hd=1

The basic procedure is.

1. New transparent layer.
1a. Draw in a selection
1b. Fill with white, draw a pattern in black.
1c. Gaussian blur.

2. New transparent layer
2a. Fill with solid noise
2b. Set the layer mode to Difference

3. Merge the layers
3a. Color -> Invert
3b. Color-to-Alpha, select black as the colour and apply.

4. Duplicate the layer as required - I used 3 copies.
4a. Apply colouring to the layers as required.
4b. Merge the (3) layers down.

5. Invert the selection, give the selection a fade, cut out the selection and remove selection.

These are the basics. Not as good as the example you gave, it depends how much effort you put into the colouring.
but,
At least it will be all your own work.
