Removing background color doesn't work!

Removing background color doesn't work!
I followed the steps according to this to change the blue background color in this picture to pure white and it just breaks apart.
Does anyone know how to do that?

Here's my try at it, the final result is scaled down to fit on my 17" screen, but you will get a similar effect all on the same layer using a mask (good for simple pictures).

This little gif animation is a quick tutorial on how I did it (all steps).
   
1. Duplicate image layer
2. Threshold (try to get a solid black / white threshold)

*NOTE: I ran into a problem with the bottom half of the green circle,
- So you need to reduce layer opacity & carefully paint the bottom curve white.

3. Fuzzyselect fuzzy select(wand) the black part (background)

4. Delete or hide(eye) the duplicated layer & select original image layer in layers window.

5. Colors > Levels...
- "Output Levels" (pull black triangle to right) (see gif) click ok
6 Select > None.
