PRINT SIZE and SCALE and Printing...

PRINT SIZE and SCALE and Printing...
I just need some clarification about what is actually happening here.

For example,
I have a jpg file Dimensions: 2548x3299 and Size: 9.73 MB
with a Print Size: 8.5"x11" at 300 ppi

I had to Scale this down to reduce the file size in order to upload to a site so people could then Download the file to print.

The Scaled file Dimensions: 800x1036 and Size 1.09 MB
with a Print Size: 2.667"x3.453" at 300 ppi

Both of these Printed out on an 8.5"x11" page look the same!
I would have expected the Scaled down file to print out at around 2"x3",
OR when printed to fit the 8.5"x11" page (like it was) it would have looked horrible
because of it's reduced ppi compared to the original.

I am really confused here what is going on.

I would be confused as well.
Just make sure that you are actually printing an image 800x1036 and not the original. ie. scale -> save/export -> reopen for printing. That is about 100 ppi and I would expect a photographic image to be "grainy" but if the image is 'logo' with blocks of solid colour then 100 ppi might well print ok.

300 ppi is generally considered the level for photographs but there are other things to take into account, the printer software settings, distance of viewing...

The prints were done at my local STAPLES.

The file image is some scanned artwork from a game edited into a game aid on a 8.5"x11" sheet with some numbers added and some Text. All done with my scanner and GIMP.
No photos were used.

OK...so now I understand that when I asked them to print it on a 8.5"x11" page,
they must have resized it up to fit the page.
It seems that 100 ppi (it's actually around 95 ppi) is good enough quality for these.
I was surprised how good they look at 95 ppi.
