Paste layer without merging with other layer

Paste layer without merging with other layer
I have a floating image layer and I want to put it to the image without merging it with a previous layer. I want to make it a second 'pasted layer' -- I think.

I have so far :
bottom: original layer -- has the filename
then: "pasted layer" -- a paste from another image
then: "floating selection" -- a paste from yet another image.

I want to put that floating selection as its own layer, but :

If I anchor the layer it goes to the pasted layer,
If I paste to new layer it goes to the original layer.

What am I missing?
