Outward motion blur

Outward motion blur
Hi all
I need an outward (from a center) motion blur effect on a picture. This effect would be similar to the windows 7 boot screen.
For your reference have a look at

Notice how the colour is bluring outwards.

I tried the Zoom motion blur and selected the Outward blur option. But that was not the effect I was looking for.

I searched the forum and found that the Focus blur plugin would do an outward blur like I want. But I saw that Focus Blur does not smudge the colour like Motion blur does. So it did not work for me.

I am a complete n00b. This may be very silly question but any help would be appreciated.

I will try to explain in words if that does not work I will try to upload some pictures to explain.
I guess you did see he picture i linked. Notice how the colours blur outwards like the were moving out radially outwards from the centre of the logo (within the plane of the logo)

Now what zoom blur does ...Imagine an axis of a cylinder running perpendicular to the plan of the logo and the axis passes through the centre of the logo. Now when i do zoom blur i get blur along the axis of this cylinder ( in a plane perpendicular to the plane of logo)
