OSX I want to select and move a rectangular area

OSX I want to select and move a rectangular area
THIS IS SO ANNOYING. I have used GIMP for years and now that I have Mavericks its like AAAAAGGGGHHHHH!

What I want to do:
Use the rect select tool to select a rectangular area.
It would be nice if it would shrink wrap. I used to do this but now can't seem to find how. You can't select "auto shrink" until you "select" something
Move that selected area a few pixels up on the screen.

GAAAAAAHHHHHHHHHHHH!!!!!

My image has NO LAYERS. I flattened and merged and then flattened again.

However, the rect select seems to be selecting air.

What I USED to do
Select some option ahead of time that causes all rect selects to shrink wrap can't find it any more.
Select my rect with rect select tool.
Click and drag on some non background pixel and drag it to where I want.

NOW it's just selecting nothingness.

WHAT IS WRONG? HOW CAN I DO THIS MOST BASIC THING? PLEASE HELP!!!!!

Problems with OSX Mavericks updates seem legion. Often solved by updating the Gimp version to 2.8.10 or moving to a different compilation. Perhaps try http://www.partha.com

If you moved from Gimp 2.6 to 2.8 then the shrink wrap hot-key changed to ctrl-j see

Not too sure what you mean here.. there was a bug report along those lines
https://bugzilla.gnome.org/show_bug.cgi?id=670858 but fixed for Gimp 2.8
There is Layer -> Autocrop Layer is that the function?

The only way I can reproduce that is if the select tool mode is set to "subtract"
