not able to draw different color rectangles

not able to draw different color rectangles
I am trying to do something very basic. I have a image and I want to highlight certain areas using rectangles. may be three different rectangles.
I added a layer mask first (default full opacity).
then I selected a rectangle
then I changed the FG color to lets say yellow
then I used paint bucket to fill the rectangle.
all it fills is some shade of gray. Starting point of my image is gray. its basically excel screenshot. but I want to draw two to three rectangle of light colors like yellow, light blue etc. but It would just fill it with lighter shade of gray.
also I tried to add borders to my rectangle selection using stroke and I can't get it to just draw regular lines. it just draws dashes....

not sure what is going on....

can someone help...
