Moving open as layer image

Moving open as layer image
Here is what I have done so far and the problem I am having doing what I want.
First I saved some text area as a png file and then open as layer into my image (It's going to be an animated gif file) Once it shows up in my image and I try to move it I end up moving the background layer. How do I select the contents of the new layer to move it?

Okay now I have a new problem. I want the text to move across the screen So I Copied the text to a transparent layer moving it to the left a little bit for each frame. The only problem is that when I play the movie in gimp it previous frames still are there and after several frames I can't even recognize that it's text. How do I show text moving from right to left across the gif. Is it a transparency thing of what. I am new to graphic programs in general but I really love the interface. It's straightforward mostly.
