make grayscale image transparent
Is it possible to place a grayscale image on top of another image, but make the brighter grays more transparent?

Is it for example possible to make the face of this parrot transparent and place it on top of another colored image?

Yes, stack the layers (parrot at top) and set the parrot layer to "Multiply" or "Value" mode.
