layer questions

layer questions
Hi, I am a total newbie to GIMP. I want to use it to create line tracings of images that will be used in FreeCAD to generate 3 dimensional shapes for printing. Currently, I have 3 layers in my project, the original image file, a guide layer and a smaller layer I want to position over a portion of the image file and trace a line drawing of part of the file. Then I want to export it as a PNG with a transparent background that can be imported into FreeCAD.

My problem is that when I created the smaller layer it positions itself at 0,0. I can't seem to select it to move it, instead, only the main image file moves, so I was able to move the main image to under where I wanted the new smaller layer to be. I watched a tutorial on youtube and the guy had no problem selecting a smaller layer that could be moved anywhere around over a larger layer. What am I doing wrong?

Also, can I start my line tracing on the smaller layer I now have in place over the larger image file and will I be able to export it as I want to do?

I have the latest version of GIMP, 2.8.22
