Is this achievable in GIMP?

Photo Is this achievable in GIMP?
First off.. Hello all. I've been using GIMP for just over a year now to create and edit logo's for a couple of online gaming clans & communities that i'm involved with.

I've seen this effect used in various illustrations etc several times now, and was wondering if it's achievable in GIMP? Or at least something that closely resembles it?

If theres a common name for this type of dragging / tearing / dripping effect or even if there's a plugin for it could someone please enlighten me? I'd really appreciate it. Thanks in advance!

Also, the built in "blinds" plugin Smile

"Filters > Distorts > Blinds"

Set:
Orientation:
()vertical

Displacement: around 60
Number of segments: 25 or more (look at preview window)

If you have a background layer underneath that you want to show through, click []Transparent, also.

Yet one more is "Filters > Distorts > Engrave"
takes a little moving around in setting
If want vertical lines, rotate the image on its side first
"Image > Fit Canvas to layers"
before you apply the engrave plugin/filter.
