I can see pasted layer only when it's on top of original layer. Why? How to fix?

Question I can see pasted layer only when it's on top of original layer. Why? How to fix?
I have two image files. I'd like to combine them into one image by having one image abut the other.

Here's what I'm doing.

1. Open up one image file (jpeg/png) into Gimp.
2. Open up the other image file into Gimp
3. Copy image 2
4. Paste image 2 into the Gimp window for Image 1
5. Drag image 2 pasted layer / floating selection down, below Image 1.
6. In Menu, go to Image > Fit Canvas to Layers.

I see the canvas expand, but the Pasted Layer is invisible. I can see the pasted layer only when it's over the original layer.

What is the problem? Why can't I see the pasted layer?
How can I see it?

Gimp 2.6.12 Linux.

For what you want to do, use "Image/Canvas size" on the target image to enlarge the canvas, then drag/drop your layer from the other image.

ofnuts, thanks for your reply. Which is the target image? And how do I use "Image/Canvas size" on it? Do you mean I must first select it in the Layers box?

I've done as you've advised. I increased the canvas size, but I still can't see the PastedLayer/FloatingSelection.

P.S. Using GIMP 2.6.12

"To New Layer" isn't an option in the Context Menu, not even a disabled (greyed-out) option.

Ctrl-Shift-N solved the problem! Thank you, ofnuts.
I think I'll upgrade my Gimp to 2.8.x soon. Hope that will remove this hurdle from all future work.
