How to you resize a picture to a specific dimension without distorting it?

How to you resize a picture to a specific dimension without distorting it?
I have an image that is 5363x3575 and I need to resize it to 960x381.

Is there any way that I can resizing without croping or distorting it?

Resizing to from your first dimmension to your second is going to give you distortion because you are not resizing in Proportion. I would recommend that you resize in proportion if you want to avoid distortion
