This and your previous post indicate that everything is OK. Have you got the GAP (Gimp Animation Package)? Did you try its playback preview? With what viewers did you test your image?

I have not installed any other packs. I tested the image by Filters>Animation>Playback

Good.

What I see:
- your GIF is indeed a GIF but a still GIF (no animation-related stuff in header) and contains only one image
- I have no problem saving your XCF as an animated GIF (export/export as), and whatever I do I always end up in the dialog above where I'm given the choice for still image or animation (but I'm on 2.7+Linux)((unless I'm re-exporting the same image with Ctrl-E)
