How can I scale several layers (objects) together?

You "link" them by clicking on the link spot in the layers dialog. The preview applies to one single layer (the active one when you start the Scale tool), but the transform is applied to all linked layers.

This is also valid for other layer transforms: move/rotate/shear/perspective...
