how to optimize a grainy jpg
Hi,
I need to optimize (maybe the better name, should be RE-DESIGN)
a jpg image, that is for more time zoomed in and out.
It seems I can't have the original one (maybe a .psd).
I need to work on this image.
But I don't know where to start.

Does someone can drive me to some good help for this? (tutorial, GIMP add-on, other product...)
