How to make goosebumps on 3d model skin?

How to make goosebumps on 3d model skin?
I am trying to get more photo realism from a 3d internet game I play and can import my own skins. I think what's missing in some areas is a little skin noise and goosebumps. I know how to make the noise in Gimp, but sadly it just looks ok.

Any tips on how to make better skin noise and or, primarily, goosebumps like on normal skin in those areas where they are prevalent- armpit, lower back, bum, inner thigh regions?
