how to create a simple text on color, with effect

Thumbs Down how to create a simple text on color, with effect
hi
I want to create something like this:

The text is in farsi, and i don't even know how to make it in center, like the photo.
I know it should be easy, so I asked in newbies!!!

Thanks guys
1) You create the text on its own layer with the Text tool (Text)
2) You can center it with the Align tool (Align)
3) There is a little bit of a "drop shadow" (Filters/Light and Shadow/Shadow) on the text
4) The background is a blue texture, above which there is a layer in "Multiply" mode, with a radial blend (Blend)

I even don't know how to create that blue background. Is it in insert menu? Or colorize? I couldn't find it

For me to achieve a close-to desired effect

1. (Like ofnuts) Bucket fill blue
2. Go to Filters > Noise > HSV noise
- usually want the "hue" at a low number (0 to 3)

3. Add a new transparent layer
Blend click the blend tool & under "Tool Options" set to either "radial" or "Bi-linear"
-draw the line to make a virticle line with dark sides if "bi-linear"
4. Set layer mode (in the layer window) to "multiply"

*You might want to check other layer modes to get the right effect.

Here's what it might look like with these settings for gradient/blend (see below pic)
The opacity on the gradient layer helps to control how strong the effect is.

*Do the HSV noise filter on the layer you bucket-filled

*Note the <-> reverse/flip button is selected in the blend toolbox options.

For the text drop shadow. I did
Duplicate text layer
Colors > Colorize
- Drag the lightness all the way down.
Filters > Guassian Blur
- Radius of 10 px
Use the move tool and adjust the text shadow layer.

(ignore the font I used, just for example)
