The .scm go into the "scripts" directories under your .gimp-2.6 directory while plain executables (.exe on Windows) and Python scripts go in plug-ins. Under Windows, your .gimp-2.6 directory is directly under you id in "c:\Documents and settings" or "c:\users". Under Linux, don't forget to mark the python script as executable).

SoftwarePantry.com is offering .exe installers for some popular plugins/add-ons (e.g. just double click to install). These are the GIMP add ons that are available.
