How do i make these kind of lights

How do i make these kind of lights
Hello i am new to GIMP

Could some one please guide me on how i can make these lights with the transparent layer?
I have attached the image file...

do what you did there, create new layer, make sure transparent is clicked and then repeat the lights then delete the bottom layer, that should do it. ofnuts should be along soon if im wrong though, hes always got the right answer. good luck and hope this helped.

Hi there...

Thank you for the reply.
I have only that PNG file as a sample and i do not see any layers in it.I was told the image i posted was done in PS...

What i was trying to do is, have my own image with that kinda white lights on a selected are and the surroundings "diffused" as it slowly turns transparent as per the image.

I don't know if you want want the classic "lights spots on black" or "make everything transparent except a set of random ellipses", but both have a lot in common:

  1. add layer on top and fill with black
  2. Make the black layer partially transparent to help position your spots
  3. For each "spot":
    1. create ellipse selection of desired size (ellipse main axis can only be vertical or horizontal)
    2. use the Rotate tool in "rotate selection" mode (red square icon at top of Tools options dialog, in the "Transform:" line
    3. rotate the selection
    4. you can also use the Move and Scale tool in "Transform selection" mode to adjust your selection.
    5. delete (this will punch an elliptic hole in the in black layer, through which you should see your original image)
  4. repeat above ad nauseam
  5. Make the black layer fully opaque again (you will keep the holes, of course).
  6. Blur the black layer [Image/Filters/Blur/Gaussian blur]. A good blur amount should be around a quarter of the width of your ellipses.

At that point you have a black layer with blurry ellipses thought which you see the original image. If you want the "light spots on black version that's about it, but for extra credit you can insert a layer between the black and the image, fill it with yellow, and play with its transparency.
If you want to make everything transparent except the visible ellipses:
  1. In the black layer: Layer/Transparency/Alpha to selection. This should select the ellipses.
  2. Hide the black layer
  3. Select the layer with the original image
  4. Make sure it has an alpha channel (Layer/Transparency/Add Alpha channel: if it's grayed there is already one)
  5. Delete.

If you want very many spots I have python script to generate random ellipses but the post-processing is somewhat different.
