How do I make cutouts when I have a predefined unorthodox outline
Basically I want to put a picture onto a video game controller.

I am trying to do the sticker part of this (the second step):

and I have no idea how to use the outline of the controller he provided as an overlay (is this even the right term?) onto an image so I know where to cut out.

- Load the PSD in Gimp
- Create your image on a new layer over it
- When done, select the template later and use the color selector to select the white
- "Select/Invert" (now everything is selected, except the template)
- Select you image layer
- Make sure it has an alpha channel "Layer/transparency/add alpha channel"
- Hit [Delete] to delete the holes in your image.
- Insert a layer of the proper color below your image layer (black/white/whatever for good contrast) and print.
