how do i get a clear bldg as seen in pic
how do i make a selected object clear like this picture i found...

The hard part is to isolate it from the rest. This means making a selection that covers it accurately. There are several tools for that, I find the "Scissors select" fairly handy. You can also mix several tools as I described in a reply here:

Once you have that selection, copy it to the clipboard, and paste in a new layer, so that you have a layer with the building only(*). From then the possibilities are endless using the various colors tools (brightness/contrast or else) on that new layer, and you can adjust the amount of change by varying the opacity. In you sample image the layer has been moved

(*) for limited editing, you can remain on one layer and use the selection, color tools will only apply to the selected part of the image. But make a backup of your selection to a channel to avoid losing it by mistake.
