How do I do this effect?

How do I do this effect?
My friend makes amazing banners, and I want to know how to do them. Namely, what are the effects and how she does it. Here's an example of her work:

I can tell there have been some effects because the photo looks softened and has a dreamy effect to it, and I'm not sure how she does those flowers and the purple line through it. How do I do all that?

Dreamy effect: mostly blur and brightness/contrast. Look for hallo/aura effects. They will likely require properly cutout flowers... in fact most of your friend's skills are in picking up the right images to begin with Smile

The purple line is just a filled rectangle in another layer with a partial opacity.

Ah, I know how to do the purple line now. How do I do those effects? I'm guessing I have to download them?

you should be able to just keep putting up layer copies, making the upper layers at only about 50% opacity, and either applying gaussian blur or a blur effect with a larger and larger diameter blur size. Sorry if i am not being too clear, im on my netbook right now, which doesnt have gimp, so i cant reference the tools list. good luck
