correct - one member of the team and "not" the team.
on gimp-user-list they statet out clearly that the team "will not" use crowdfunding (and they are right, i think), but individually developers are free to use that.
why this hunt for features? how many percent of the users need symetry painting in their daily work? there are much more important things to do without inflate the program-code with such more or less sensless features, i think.

This developer said that provided this one is succesful they might do one with the whole team approval.

New features never hurt I think.

Are you aware of the concept of eye catching headlines?. The smymmetry tools is big feature for painters imo and not to realize that is shortsighted.

wrong
keep it small - keep it simple, "that" will never hurt

could be, maybe ... but ... GIMP was'nt and is'nt a painting software
i use GIMP since version 1.0 and all of this more than 15 years the goal of GIMP was and is in the middle of his name: Image Manipulation
KRITA or MyPAINT are painting software and they do very well what they are for
some users are like uneducated kids: "i will, i will, i will ... give me, give me, give me". did they ever use all this BLOAT what they are howling for?
i say they never know it by themselves

Agreed. What we "need" is 16-bit throughout, and non-destructive editing. More features? Later.

What would be the pros and cons of doing a Kickstarter for GIMP?

"one", only "one" $ from every GIMP-user per month and no crowd-whatever is needed anymore.
Is one $ to much? I think not!
I use the donation-button every month because i think GIMP is worth it.
