Maybe I should start a new thread?

From my screen shot, you can tell I chose Brightness under the colors menu; but the window which has the sliders doesn't show up.

I just opened.
Colorize, hue and color balance won't open a window either.
Can you tell what is wrong?

My mistake !!

I plugged in another monitor which was out of my eyesight; and the windows were over there.

Case solved.

Here is a little problem which I want to know if it's normal.
There are times when I make a selection with the shift "O" tool.
Then when I am going to push Command x for a cut, the selection goes from replace mode to subtract mode when I push the command button. If I let go of the command button, the mode switches back to replace.
Sometimes it does and sometimes it doesn't.
If I want to make a cut, do I want subtract mode or replace mode?
This really happens a lot and crashes, when I do a shift "O" and then I want to subtract some selection with free select "F". It crashes when I push command "X".

Seems like expected behavior when you hold control / command using all but the I, Foreground and B selection tools (you can ignore the switch action if you are just cutting & pasting the selection after you make your selection.)
(You can see where naming the tool by its keyboard shortcut can be like looking for a needle in a haystack. I had to find which one was "shift + O" as I don't really memorize Gimp short-cuts (with the exception of copy & paste, and save; cross-program)
But it did help that you said it was a selection tool (narrows down some, but still)
So maybe use the name of the tool or icons (Bycolorselect) for quicker future tools troubleshooting.

With that out of the way,
The "select by color tool Bycolorselect ; shift O works best for consistent solid colors, like 2d vector art or images with few colors or little to no jpeg artifacts(pngs maybe).

You want "Replace" & if you need to add more to your selection, also:
"Add to the current selection" The two red squares.

"Subtract" only takes away from an active selection(marching ants) it DOES NOT affect the image \ current layer.

Cutting away from the layer

If you want to cut away from your layer first
- try to make a selection first
(depending on the complexity of your image you might want to use the Foreground select tool (Foregroundselect), with the mouse on the canvas & foreground tool picked:
- read the status bar for instructions, enter finalizes the selection(creates marching ants.)

Foreground select tool: For the paint foreground step. Hold command while painting to erase any part around the selection that you don't want. You can paint more if the blue / purple doesn't fill all of the part you want to cut before pushing enter.

- Next,
Edit > Copy...
or
hold "command" plus "x" to cut the selection
- then push "command" plus "v" to paste
or
Edit > Paste as > new layer...
(pasting from the menu skips having to anchor the layer & the dreaded "floating layer" limbo)

A reason for the crash using the select by color tool could be your image colors aren't uniform enough (solidly divided colors, see posterize filter for an example of the type of color devisions) You can try rasing / lowering the threshold of color by select tool.

The posterize filter "Colors > Posterize" at a certain level might help with selecting by color if you must use select by color tool.
