GIMP 2.8 won't open .jpg, .tif, .png, etc.

GIMP 2.8 won't open .jpg, .tif, .png, etc.
I recently had to do a reinstall in my Windows Vista Home O.S. When I reinstalled GIMP (2.8.4) it no longer recognizes any file types other than .xcf. (This is not about the save as/export functions issue.) It does not recognize or OPEN .jpg, .png, .tif, etc. I have been using it for years with no problem. I uninstalled 2.8.4 and reinstalled the older 2.8.2 version I had used before, with the same results. I read in a forum to delete my GIMP profile, which I did. I then uninstalled 2.8.2 and tried 2.8.4 again, to no avail. I finally tried installing version 2.8.10. But, no change.
The Program Files> GIMP 2> lib> 2.0> plug-ins folder contains files such as: file-jpeg, file-png, file-gif load, file-tif-load, etc. But the .gimp-2.8> pluginrc file only states:
# GIMP pluginrc
# This file can safely be removed and will be automatically regenerated by
# querying the installed plugins.
(protocol-version 20)
# end of pluginrc
So, it must not be regenerating.
I am unable to use the program anymore because I am always starting out with .jpg files I need to work with.
Does anyone know what is going on here and/or how to fix it?

Yes, pluginrc is writeable. I deleted it and opened and closed GIMP and it was regenerated, along with all other files in the GIMP 2.8 folder (except gtkrc). But, pluginrc continues to read the same.

I Ran "gimp --verbose" from the shortcut. It looks like none of the plug-ins would load. There also was an error message. I am attaching images of the initial querying and the last portion. Also, one of the error message.
Yes "Program Files\GIMP 2\lib\gimp\2.0\plug-ins" does appear in the folders.
As to leaving \gimp\ out of the string, it was an oversight, sorry.Blush

I could run Gimp-2.8 from the command prompt, but when I tried to run a plug-in I got the attached error message (captured in two parts to be able to get entire problem signature.)
       
I tried opening both the cartoon and alien-map plug-ins with the same results.

My best guess it's a write conflict with one or all of the files(may not be limited to plugins) some how. Something to do with UAC (user acces control) in vista maybe(IMO vista is kinda buggy.)

While you waiting for further assistance, some things to check:

-After running gimp 2.8.10 from the console, does the whole program crash, or just the plugin?
-Does it crash running any other plugins other than the cartoon and alien plugins?

Also:
Did you have to "Run as administrator" when you installed gimp?

Assuming your the only user on your computer, or you're on your primary account:

1.Try to uninstall
2. right-click the install exe of Gimp and click "Run as administrator" and reinstall from there

Only the plug-ins crash. None of the plug-ins are able to load, so problem affects all of them.
I just did another uninstall and reinstall using the run as administrator function.
Problem still exists.
Any other thoughts?

C0000135 seems related to missing DLLs. But at that point I suggest filing a biug report on bugzilla.gnome.org. The developers may have more ideas.

Okay, I just filed a bug report as suggested. I couldn't find an explaination of how the process works. Will they be contacting me?

What you can do is follow some of the recent bugs and see how long it takes for one of those to be resolved. Or you can look for a resolved bug and see when the first post was made. That could give you a rough estimate on a time frame.

I went ahead and did a clean reinstall of OS and reinstalled GIMP as the first
program and it works fine. So, must have been related to a dll issue, as
suggested. Thanks everybody.
