Ghostscript Error Opening .eps file

Ghostscript Error Opening .eps file
I have GIMP 2.6 installed under Windows xp. When I try to open an .eps file, I get this error:

Error starting Ghostscript. Make sure that Ghostscript is installed and - if necessary - use the environment variable GS_PROG to tell GIMP about its location.
(Failed to execute child process (No such file or directory))

I then downloaded Ghostscript and went thru its regular Windows installation routine. I get the same error in GIMP trying to open an .eps file. I've no idea how to set the variable GS_PROG and can't find instructions for this variable in the on-line GIMP manual.

Help.

Start Menu > Control Panel > System > Advanced > Environment variables (at bottom)

Create a "user variable" with name GS_PROG and enter the path to your Ghosscript executable as the value (something like C:\Program Files\gs\gs9.00\bin\gswin32.exe)

I've also got an EPS problem. I have installed Ghostscript, and set the environment value GS_PROG to point to the Ghostscript executable (program files\gs\bin\gswin64.exe).

For some reason I have two executables, gswin64.exe and gswin64c.exe, but neither works as the value of the environment variable.

My Gimp is 2.8.2, and my Ghostscript is 9.06. Both exe's open a command line interface ok.

What could I try next?

I have a similar problem - GIMP will export EPS files, but it will not open them. My setup is:
Windows 7 64 bit
GIMP 2.8.2 64 bit
Ghostscript 9.06 64 bit
GS_PROG set to C:\Program Files\gs\gs9.06\bin\gswin64.exe

I think this may be a bug, because surely GIMP must be able to find Ghostscript to perform the export?
