Flatten Image or Merge Down

Flatten Image or Merge Down
Are 'Flatten Image' and 'Merge down' same ? If not, could someone explain the difference and significance of those two operations please ?

"Flatten image" collapses all layers into one. "Merge down" collapses one layer on the one directly below.

Both should almost never be used. If merging layers is easy, unmerging them is very difficult. In case of dire need, merge copies and keep a separated version of the layers, but in many cases this can be replaced by "New from visible" or "Copy visible".

"Flatten image" serves no purpose since it is only useful when exporting images to single-layer formats, and it happens automatically then if not already done.
