How do I do the effect for the blurred flower and text in this picture?

Use any selection tool to select the area you want blurred, then use Select>Feather to change it to a "soft" selection. If for instance you select a circle with a 100 pixels radius and feather on 40 pixels:
- everything outside a 120 pixels (100+(40/2) radius won't be affected
- everything inside a 80 pixels (100-(40/2) radius will be fully affected
- things between 120 and 80 pixels will be progressively more affected

Once you have done the proper selection, use Filters>Blur>Gaussian blur and pick a blur value (you'll get a preview to help you find the best value).

Bonus points: if you click the dotted circle at the bottom left corner of the picture, you enter "quick mask" mode. Quick mask puts a red mask on the image, that is transparent on what is selected, and semi transparent on what is partially selected. This gives a better indication of partial selection (the "marching ants" indicator is where things are selected at least for 50%). If need quickmask also allows you to paint the selection directly (but htis is not what you need to do here).

Preparation of background image, if not already done. We need an image limited to the background object, and with transparency where the object isn't.

1) load the background image:
2) insure it has an alpha channel: Layer/Transparency/Add alpha channel (if this is grayed out it's already there).
3) erase the background by any means (you should see a checkerboard pattern) where it has been erased. if you want fuzzy edges anyway, you can do a selection with the freehand selection tool, use Select/Feather to soften it, invert it, and strike Delete.
4) crop the image roughly (Image/Crop to selection or Crop tool) (if you feathered the selection, make sure the feathered part is kept (Crop to Selection will keep it)
5) scale the image(Image/Scale so that the background object has the right size for the other image
6) save image to disk as XCF file

The real thing. This require manipulating layers, so I will assume you have some familiarity with that. Otherwise open the Layers dialog (Ctrl-L) and figure it out (not that hard) or look for docs/tutorials on the subject. In the explanation below menus starting with <Layers> are in the right-click menu of the Layers dialog.

1) Make sure your layer has an alpha channel <Layers>/Add alpha channel (if this is grayed out it's already there).
2) Duplicate the layer <Layers>/Duplicate layer
3) Import the background image in a new layer (File>Open as layers),
4) Drag it and put it between the other two.
5) Select the top layer
6) With the Opacity slider at the top of the Layers dialog, tune the opacity of that layer so that the object shows up as you want it.
7) <Layers>/Flatten image or <Layers>/Merge visible layers on the three layers if you need to do further processing (otherwise it will only apply to one of the layers)
