dream effect?

dream effect?
I have an almost finished image, all I need to do to it is make the image look like it is in a dream. I've seen pictures on the internet before made to look like it is something from a dream when someone is sleeping but I don't know how to make that kind of effect. how do I make the image look like it is something someone is dreaming about? there is something they do to the image but I don't know what.

Maybe what you are talking about is a softened ripple effect around the edge of your image?

Do an inverted selection with Ellipse tool.
Experiment with Filter --> Distorts --> Ripple...
Then soften it with Filter --> Blur --> Gaussian Blur...

you could aslo try filter > blur > motion blur: zoom or radial.

Fading the cloud pattern to border the image (surround) might give a dreamy effect.
filters > render > clouds
