Could someone teach me how to do this...?
What I'm trying to do is make custom app icons for my (Android) phone. I want them to have a transparent, glassy look to them. Here's a picture of the style I'm talking about:

I found this on a website that supposedly has tutorials for this kind of thing, but I couldn't find anything except a download link, which I found on this part of the site (scroll down until you get to "3D Transparent Glass Text Effect"):

Thing is, the downloaded .zip doesn't seem to contain anything I can use. There's a .pat file, but I get an error every time I try to get GIMP to use it. There's also a .psd file (which I know is technically for Photoshop), but when I open that in GIMP, it's just two layers of a slightly faded black text saying "etc" on a background, all covered up by a big black rectangle.

I've looked for similar tutorials before, but all of the ones I've found never end up coming out looking right when I try them, myself. I'm not very savvy with how stuff in GIMP works, or anything like that, but I really want to make these icons for myself, for my phone. A big thanks in advance to anyone that might be able to help me out, here.

I believe that YouTube link is the one I've tried most recently, and it just didn't come out right, for whatever reason. I looked over that other link you provided, and it seems like it starts with creating a new layer that will become the transparent glass; I'm not sure how to modify the steps if you already have the layer you want to work with (in my case, the app icon).
