Copy/Pasting one image into another

Copy/Pasting one image into another
Every time I try to copy an image (with a transparent BG) and paste it into my overall project I'm working on, both opened in GIMP, I always get just the selected dotted lines as an outline of the image. What am I doing wrong?

Select all (it's only one layer, a "background copy")
Edit -> Copy
Edit -> Paste
The layer becomes a "Floating Selection (Pasted Layer#1)"
As a result, I just get the dotted outline of what I want to copy, you know the line that says you have something selected? .. If I anchor it, it just disappears since it's only the select outline.

I've tried mixing it up with "copy visible" and "paste into" and none of them seem to work.
