In 2.8 the non-XCF formats are obtained via File/Export.

I was flabergasted when I read of this change, how cumbersome and inefficient.
Utterly baffling.

Not inefficient. Safe. You can't "save" a Gimp image to JPEG/PNG/GIF any more than you can save an MS-Office or OpenOffice document to PDF.

Oh?
Funny thing it becomeing impossible all of a sudden. What has changed?
I ask because if I can't open a jpeg, do an edit and simply close it launching the save dialog which can be acted on with a fast entry hit GIMP suddenly became lots less attractive. Every, and I mean every single image editor I have ever used offered multiple formats in the save dialog.
Now, naturally if you have added layers or some other specific effect that a format won't support you can't use that one.

RE: Cant save as jpeg?
The problem is that if you have a complex image with layers and save as JPEG, you may forget to save as XCF as well and lose your work(*). You may also start with a plain JPEG and start working on a very complex cut-out and mistakenly save in JPEG, no question asked, and lose your selection. So yes, it's less straightforward for the simple cases, but it's a lot safer for the complex ones.

(*) seach Gimp forums, this happened no so long ago to one of our members...
