Can't dock dialogs
I run GIMP on Ubuntu and Win7. I recently upgraded to 2.8 and I love the (single window) interface. However, on Win7 I cannot get dialogs to dock. On Ubuntu and in past versions of The GIMP, I would just drag the tab until a vertical or horizontal line appeared and drop it there, but the line never appears now. They work just fine in GIMP 2.8 for Ubuntu, and googling various iterations of "GIMP 2.8 can't dock dialogs" renders results claiming how awesome and possible it is that you can dock dialogs now, but no one else seems to be having the problem I am.

I was able to get the ui set up the way I want by copying the pertinent sessionrc code from my old 2.6 installation into 2.8, so I'm not at a standstill, but I would like to know why it isn't working for me because copying the code everytime I want to change the UI is going to be tedious.

RE: Can't dock dialogs
I did a little video on this, but it was in linux and you have your linux up and running, so you know the ins-and-outs.

Using a Win7 VM and gimp 2.8.2, lots of screenshots.
The first set show a couple of the hot-spots for resizing the docks. Very easy to miss. There is a horizontal one as well.
Next the tabs, these just drag across, either way. Should not be a problem.

Next the hot-spots (the heavy blue lines) for adding a dock, both left and right sides. All very sensitive to the mouse cursor position. It can end up looking a bit strange.

You can go right over to the edge of the Gimp window as well or the more usual one to add a dock at the bottom of an existing one.

When I moved from gimp 2.6 to 2.8 (no choice in PCLOS) I did try and keep the old settings. Not a good idea. I prefer all the docks on the right and image on the left but you can't get rid of the 'drop dockable dialogs here ' message so I just accept that some docks will be on the left.

Can't find those hot-spots? It works here with an 'as-installed' Gimp. Are you using a non-standard theme?
One thing you could try, go out of single window mode, do your adjustments, then back into single window mode.

I have two themes installed, default and small. the problem is the same in both of them. The hotspots never show up. I've linked to a picture that shows what happens when I try it.

This would work except I like to have a dock that has two rows (shown on the left side of my image) and no amount of arranging them in multi-window mode will get them to dock correctly when I switch to single-window mode.

RE: Can't dock dialogs
I can't get it not to work here. The "drop dockable area" changes colour when the tab is dragged there.

The only thing I can suggest is back to a basic setup
Gimp menu: Edit -> Preferences -> Window Management -> Reset Saved Windows Positions to Default Values.

Then go out of single window mode, swap the left and right docks over and then back into single window mode. Then you can start opening and closing tabs using the little context menu arrow.
