RE: Can Anyone Convert This Tutorial?
I'll try my best off of what I see stands out first in the tutorial.
If I get around to it I might try a similar video turorial.
For now,
Most tools are similar in function. (I'm omitting similar steps)

*IMPORTANT* : Be sure to read ahead 1 or 2 steps on my conversion as I'll let you know when to draw the gradient if needed, setup is first, then applying.

Step 2
Layer > New Layer .... : ()Foreground color (by default black, see color boxes in toolbox)
- Set font color white
- Spacing... = (In Gimp) Letter spacing (3rd box down from "Justify:")
(If the words don't fit on the canvas, do "Image > Fit canvas to layer" )

Step 2.5
Rectselect with rectangle select, select top half of font
- Cut
- paste as new layer (Edit > Paste as... > new layer
use Move move tool to shift top letters layer

Step 3
-Right-click layer & click "merge visible layers"

Step 4 (waves)
*skip, this was done in Gimp already in "step 2.5"

Step 5
Fragment = You can try Filters > Blur > Pixelize...
*more accurate to the tutorial is
Filters > Distorts > Value Propagate
- ()Middle value to peaks
- Lower thresh: 0
- Upper thresh: 255
- Propagating rate rate: 1.00
-Check all checkboxes [v] , click ok

(There maybe a better way to above step 5)

Step 6
Filters > Edge-detect > Edge...
-Algorithm: "Laplace"
- Ammount: "up to 5.0" , click ok

Step 7
Duplicate layer
Use Bycolorselect select by color tool
- Click white part of letters to select just the letters

Step 7.5
-Create a new "Transparent layer" (selection still active)
Select > Grow
- Grow selection by 1 or 2
Choose Blend gradient blend tool
Shape: Linear
Offset: anywhere from 0.0 to 50.0 (it will adjust automatically when you drag the line on the letters)
-draw on text with gradient of choice (see toolbox click"[_]Gradient" to choose)
looks like gradient "skyline" or "pastels rainbow" gradient

Step 8
The PS tutorial.... ??? If it were me, I'd find my own way of doing it, so confused with how they described the layering LOL! Anyways...

Step 9
Change gradient blend layer mode to "overlay"
Duplicate this layer
Select > None
- Apply Gaussian blur the same as they did in the original tutorial.
Filter > Blurs > Gaussian Blur...
****(layer modes work a bit different in Gimp, some have different names)
Change the top blurred layer mode to "Addition"

Step 10
*Looks redundant...moving on
(add another duplicated layer & blur it more if you wish though)

Step 11
Create a new "transparent" layer
You can keep it on the top as we'll use layer mode later

Time to setup your gradient, you will draw it at the end of step 11...
-Gradient blend tool Blend pick gradient "FG to transparent"
Shape: Radial...
(These next steps will be a little advanced/involved, but will be easier & maybe faster to add color to your gradient, than using the gradient editor)
1. Open the palettes dialogue
Windows > Dockable dialogues > Palettes
Create a new palette, give it a name (see below vid)
Palette editor menu
See here: http://youtu.be/GMweP9aM-0w?t=49s
after, navigate to the newly made gradient in the gradient blend tool gallery

To make it like the FG to transparent gradient
In the gradient toolbox options, next to "Gradient" there is a pencil & paper icon "Gradient editor"
Open that, then right-click on the right triangle (there should be two black triangles on the outside left & right edges)
*Take care with this one step because once you make one side transparent, its not so simple to add the color back if you messed up.

Now go to :
Color Type > Foreground Color (Transparent)

*then FINALLY! you can draw the radial gradients on top
- change the layer mode to
"screen" or "overlay" or adjust the opacity of the layer. (maybe blur, try to match it to the PS tutorial as best possible...)

step 12
new transparent layer
Pick paintbrush tool Paintbrush
- Adjust size
- []Apply Jitter (adjust strength as needed)
Apply guassian blur or Selective blur to layer
Change layer mode to "Screen"

Done

The above way won't look exactly like it, but with modifications to step 5 it might look closer
*Maybe growing the selection more

Right, sorry! Change the layer mode to "screen" or "overlay" or adjust the opacity of the layer. (fixed)
