RE: 1 NuBee ' Question How do i install OFFLINE Manual '
On my Linux system, the help is in /usr/share/gimp/2.0/help/en/

If you are using Windows, the Gimp installation in c:\program files\ must have a subdirectory gimp/2.0/ under which you'll find subdirectories: brushes, gradients,... so it's only a matter of adding help/en in there.

Otherwise make sure in "Edit/Preferences/Help system" that you are using the online version.

What directory did this create?

And in "Edit/Preferences/Help system" does it say if it finds the help files? And are you sing the Gimp help browser or your default web browser?

I think you are one level too high. That 2nd "gimp" folder should also have a "2.0" subdirectory, with "brushes", "gradients", "themes", "scripts", etc... The "help" directory is a sibling of these. The preferences dialog seems to determine if you have a locally installed ehlp looking for "....../share/gimp/2.0/help/{your_locale}/gimp-help.xml" and if that fails for "....../share/gimp/2.0/help/en/gimp-help.xml"
